Established by Federal Law by Decree and headquartered in Abu Dhabi, the GCGRA is the executive authority that holds exclusive jurisdiction to regulate, license, and supervise all commercial gaming activities and facilities in the UAE.

Commercial gaming activities in the UAE include lottery, internet gaming, sports wagering, and land-based gaming facilities. The GCGRA oversees all businesses and individuals involved in the industry.

Engaging in, conducting or facilitating commercial gaming within the UAE without a license from the GCGRA is illegal and can lead to severe penalties. Consumers who play via unlicensed operators, whether online or at a physical venue, may also be subject to penalties.

The GCGRA establishes and implements the strategies, policies and regulations governing commercial gaming in the UAE, using evidence and established risk-management techniques.

We supervise and investigate licensees' compliance with our regulatory framework and technical standards, and we oversee financial crime prevention, to ensure the industry's integrity and accountability.

The GCGRA plays a pivotal role in promoting and enforcing Responsible Gaming, through effective and measurable regulations, continuous education, and collaboration with stakeholders and players. Our mission is to ensure that the UAE gaming industry operates within a framework that prioritises player safety and socially responsible gaming practices.
